ENTRIES
2.1
General Rules
Only
a maximum of 2 athletes from each Federation Member can compete in each event.
Each
Federation Member can enter one, two, three or four athletes in each of the
events.
Each
Federation Member can enter one team per each of the relay events.
The relay team can be made up of a maximum of six athletes. The deadline for confirming team participation is July 13,
2000 at 2400hrs. The four athletes to compete in the relay events should be
confirmed at the Technical Information Center at the Sixto Escobar Stadium,
one hour before the beginning of the relay events. These four athletes must be
entered in the Championship, either in the relay event or any other event.
After the first eliminatory round, only two additional athletes will be
allowed as substitutes in the composition of the team for the following series
or final event.
2.2
Confirmations
The
confirmation deadline for all Championship events is June 14, 2000 at 2400hrs.
Upon arrival to San Juan, The Chief Delegates will receive the official
documents necessary to perform the final declaration of all of the events.
In them they must scratch the names of those athletes that will not be
participating in the Championship.
No new
names will be added to the documents. The
documents must be delivered by July 13, 2000, before the 1000hrs, to the
Technical Information Center at the Normandie Hotel.
Once
an athlete has been confirmed for an event, it will not be necessary to have
him confirmed again for the following rounds of the event.
Nevertheless, athletes should keep in mind the IAAF Rule 142.4, “Failure
to Participate Rule”.

CLOSING CEREMONY
4.0
Competition Site
The XIV Central American and Caribbean Track and Field Junior Championships will be celebrated at the Sixto Escobar Stadium.
The track is made of synthetic
material; it is 400 meters in perimeter, with eight lanes of 1.25 meters wide.
The lane for long and triple jump will be 1.22/1.25 meters wide,
according to the rules of the IAAF
The throwing zones will be
according to the IAAF rules.
The Sixto Escobar Stadium has
capacity for approximately 15,000 spectators
5.0 Instructions
For Chief Delegates
5.1
Arrival to San Juan
So
that we can attend all the delegations upon their arrival to San Juan, it is
necessary that you communicate with the Organizing Committee with enough
anticipation, informing the Committee your flight schedules as well as the
number of people that will be traveling in the different flights. If possible, we appreciate that this information is provided
together with the final inscription forms.
Once
in San Juan, the teams will be transported directly to the Accreditation
Center, where all of the members of the delegation will be accredited through
the established process.
After
been accredited at the Accreditation Center the delegations will be driven to
their respective hotels.
5.2
Countries with Visas
The countries
that are required a Visa for entry in Puerto Rico must go to their countries’
United States Embassy to fill out the required documents.
5.3
Accreditations
All
of the athletes and officials must go to the Accreditation Center at the Sixto
Escobar Stadium to obtain their accreditation.
The
loss or robbery of anyone’s’ accreditation must be reported immediately to
the Accreditation Center.
5.4
Athletes Numbers
Each athlete will receive 3 numbers: two for the competition’s shirt
(one for the front and one for the back), one for their bag.
Under no circumstances should the numbers be cut, folded or scratched.
All
participating athletes must wear their numbers visibly at the chest and the
back, except in high jump and Pole Vault events, in which one number, on the
chest or on the back, can be worn.
Also,
all participating track athletes will be handled at the Call Room, before
entering the track, two numbers that must be worn at each side of their pants.
5.5 Athletes’
Wardrobe
During the XIV Central American and Caribbean
Track and Field Junior Championships
all participating athletes must wear the official uniform of their delegation,
which must be adjusted according to the IAAF Rules.
To avoid problems, each participating delegation must send, before June
21, 2000, through mail, full color pictures of the complete uniform of the
respective delegation (including warm-up and competition uniforms). Once
revised and approved by the IAAF technical delegates, copies of the
photographs will be provided to the Call Room Judges for further inspection of
the athletes’ wardrobe.
Only the photographed official uniform will be authorized.
We must keep in mind the medals ceremonies are also part of the
competition.
According to article 143.2 of the IAAF Rules, the athletes must declare
in the entry form, the brand of athletic shoes they will be using during the
competition.
Athletes in combined events (Pentathlon, Heptathlon, Octathlon and
Decathlon) must declare the brand of athletic shoes for each of the events.
If for any reason, there is a change in the shoe brand used by the athletes, it must be communicated to the Technical Information Center at the Sixto Escobar Stadium, before starting the competition.
5.6 Official Results
The official results of each event will appear at the electronic
scoreboard utilized in the Sixto Escobar Stadium.
The
announcers will inform the results reflected on the board in English and
Spanish.
Once
after they appear on the board, the result will be considered official.
A
copy of the results will be placed on an announcing board at the Technical
Information Center in the Sixto Escobar Stadium and the Warming-Up Zone. Also,
each Federation Member will have a mailbox in which all results and
information regarding the competition will be placed. These mailboxes will be
located next to the Technical Information Center in the Stadium.
CFPI
Timing & Data, Inc., is the Official Company in charge of the official
chronometer of the Championship.
A
local computer company will be responsible for the computerized result's
services.
5.7 Claims
An athlete, or in his name, an official delegates, may make a claim.
During the event, an athlete may formulate a claim orally before the
referee. In case of an existing
claim, articles 118 and 146 of the IAAF Ruling will be applied.
A
claim before the Jury of Appeals should be exercised in the following manner:
a.
It must be presented in writing, using exclusively the official form
available at the Technical Information Center,
b.
A
official delegate must sign all claims.
c.
A claim must be presented no later than thirty minutes after the
official result's proclamation (see Rule 146.5)
d.
A deposit of $100USD must accompany all claims.
e. All claims must be delivered to
the person responsible at the Technical Information Center, located at the
claims table, and which will be opened for 45 minutes after announcing the
last result.
The
person depositing a claim will receive a copy containing the official hour in
which it was received.
The
Jury of Appeals will answer the claim in writing as soon as possible.
The
results of the claim will be made public at the announcing board located in
the Technical Information Center at the Sixto Escobar Stadium.
5.8
National Records
Certificates
of National Records, as well as photo finish copies, may be requested at the
Technical Information Center by previously filling out the printed request
form.
6.0
INSTRUCTIONS FOR ATHLETES
6.1
General Rules
The Rules & Regulations of the IAAF and CCAC will be fully applied
during the XIV Central American and Caribbean Track
and Field Junior Championships
In
the weight throwing events, all athletes will have the right to two warm-up
throws (in the same order of the competition) before the beginning of the
event.
The
athletes can only use the markers offered by the Organizing Committee, which
can be found at the immediate scene of the event.
6.2
Material for the Competition
The use of personal material or instruments will not be allowed during
the competition, except in the pole vault event.
For the weight events, the Organizing Committee will have available for
the athletes the materials approved by the technical delegates of the IAAF.
6.3 Pole Vault Control
According to the IAAF Rules, pole vaults are the only personal materials
that can be used by athletes during the competition.
The deadline for presenting the pole vaults at the Technical Information
Center in the Sixto Escobar Stadium is July 13, 2000.
All pole vaults or pole vault bags must be clearly identified with the
athlete’s name and number, who will receive a receipt for the material
delivered.
If a pole vault does not pass the control stage, the team chief will be
informed immediately.
After each event, the athletes are allowed to remove their pole vaults
from the Technical Information Center, returning the copy of the receipt to
the official.
6.4 Training Sites
The official training will take place July 12 & 13 from 0800 to 1200
hundred hours and from 1700 to 2000 hundred hours, at the Sixto Escobar
Stadium and the facilities at the University of Puerto Rico. No training will be authorized out of schedule.
6.5 Warm-Up Zone
The warm-up zone is located at Millennium Park in front of the Sixto
Escobar Stadium. The track consists of synthetic material, three lanes. The
throws and jumps warm-up will be performed in the Stadium.
6.6 Call Room
The call room for competing athletes is located in front of the warm-up
zone.
It is mandatory that all athletes pass through it.
The participating athletes in combined events should only present
themselves before each journal (morning and afternoon).
For the rest of the events the athletes will gather, if the time
schedule allows it, at the assigned Combined Events’ Hall.
According to the IAAF Rules, the athletes that do not present themselves
to the Call Room can be excluded from the respective event and any other event
in which they are entered.
Once at the Call Room, the athletes will identify themselves through
their accreditation and numbers.
According to the IAAF Rules, the Call Room Judges will control all
aspects.
All regulatory material will be retained by the judges and will give the
athlete a receipt in exchange. Once
the event has finalized, the material can be picked-up by the athletes at the
Technical Information Center by presenting the receipt given to them by the
judges.
The Organizing Committee seeks to reduce to the minimum the transactions
to take place at the Call Room. For
this we advise the Delegation Chiefs to clearly warn their athletes the time
schedule and procedures of the Call Room.

6.7 Entrance to Competition Area
Immediately after the Call Room Control and according to the time
schedule of exit to the track, a judge will accompany the participating
athletes in an event or contest to the exit or place of the event’s
competition.
No athlete can abandon the place of competition during the development of
the event, unless he/she has been authorized to exit by event judge.
In this case, he/she must exit accompanied by a judge.
6.8 Starter’s Orders
The starter’s orders will be in English or Spanish, according to the
starter assigned.
Up to 400 meters (inclusive), the voice commands will be:

IF for any reason, the recallers felt it was convenient to stop the start
process he will do so by saying “Break”. The recaller will be available at
the Sixto Escobar Stadium for the athletes July 12 & 13, 2000 from 1700 to
1900 hours.
6.9 Exiting the Competition Area
The athletes will abandon the track always crossing through the athletes’
control zone, where they will pick up their personal belongings.
In the high jump and pole vault final events, the eliminated athletes
will abandon the track always accompanied by a judge, while they are been
eliminated, except the first three classified athletes, who will exit jointly
when the event is over.
6.10 Interviews
Press interviews may take place once the event has finished.
Normally, these press conferences will take place before the athletes’
pass to the doping control station, but after the medals ceremony.
6.11 Medals Ceremony
In principle, the time schedule for the medals ceremonies, approved by
the Technical Delegates will be immediately after each final.
The athletes, who finished first, second and third place, will be
guided to the Awards Center immediately after the event has finished.
For the ceremony itself the athletes should wear their official
uniforms, representative of their country, and shoes without spikes.
The national anthem of the athlete or winning team (relay) will be
played.
6.12 Bleachers for Athletes and Officials
The athletes and officials will have designated and reserved at the Sixto
Escobar Stadium. The area will be
located near 100 meters starting line.

TECHNICAL
MEETING
7.1
General
Rules
The technical meeting will take place on July 13, 2000 at 1700 hours in
the Gold Room “Salon Oro” of the Radisson Normandie Hotel. Two
representatives of each delegation, properly entered, will be allowed to
participate in the meeting. There
will be simultaneous translations in English and Spanish.
So that we make the meeting more productive, and as is usual in the most
important championships, only pre-written questions at the Technical
Information Center will be answered. Pre-written
questions can be submitted at the Center up to July 13 at 1000 hours.

The technical delegates will establish the group composition and the
qualification criteria, the height of the bar and their sequence for the high
jump and pole vault event after the entry deadline and communications to the
chief delegates at the technical meeting.
8.0 TECHNICAL INFORMATION CENTER
The Technical
Information Center (CIT, for its Spanish acronym) will be located in the Sixto
Escobar Stadium. There will be an
Information Center at the Radisson Normandie Hotel The main function of these
center is to act as liaison between the delegations and the Organizing
Committee, in relation to all technical aspects, as well as facilitate general
information.

9.0
MEDICAL SERVICES
9.1 Doping Control
The Doping
Control will take place at the Sixto Escobar Stadium, in an identified and air
conditioned hall, according to IAAF Rules. The IAAF Doping Control Delegate
will supervise that all the controls are developed according to the IAAF
publication, “Guide for Doping Controls”; Section 1, covering the subject
of doping controls in competitions.
The selection of
the athletes will be done following the IAAF Rules and Regulations.
The designated athletes to go through doping control will be handed, by
an official, the appropriate written notification after the event.
The athletes will be required to sign a receipt and agreed the control
area accompanied by an official, within the limits marked in the form
(1-hour). An official or doctor
can also accompany each athlete to the control area from his/her delegation.
The Organizing
Committee will like to stress that the athletes who do not present themselves
to the control area are risking being disqualified.
A certified
local laboratory officially recognized by the IAAF and the International
Olympic Committee will analyze the samples taken.
10.0 CEREMONIES
10.1
Inaugural Ceremony
The Inaugural
Ceremony will take place July 14, 2000. It
will consist of an artistic show, delegations' parade, etc.
10.2 Closing Ceremony
The Closing Ceremony will take place Sunday, July 16, 2000.
